PIPELINE: "NECKARENZTALLEITUNG"

In order to keep pace with increased capacity requirements in Baden-Württemberg, terranets bw is developing its transmission system in line with demand.

For Baden-Württemberg, the Networkdevelopmentplan Gas (NEP Gas) plans to connect the Ludwigsburg/Enzkreis region to the pipeline “Schwabenleitung“. The NDP Gas comprises all measures for optimising, strengthening and developing the network in line with demand as well as for ensuring security of supply. From a technical perspective, these measures will be needed in the next ten years to guarantee secure and reliable grid operation.

The “Neckarenztalleitung” will sustainably increase the security of supply for gas and electricity in Baden-Württemberg and, in particular in the region of Ludwigsburg/ Enzkreis, also at peak load times. In addition to this, connection to the western European transmission system via the Trans Europa Naturgas Pipeline (TENP) will also be secured and improved via connection to the Nordschwarzwald Pipeline, which came into operation in 2016.

In preparation for the planning approval application, information related to landowners affected by the possible pipeline route was collected by referring to official land records and cadastral data (Liegenschaftskatasterinformationssystem (ALKIS)), the land registry and by submitting queries to further authorities. Information collected on landowners essentially comprises the name, address and information about the property. Collecting this data is a prerequisite for going forward with the planning approval procedure. HOW A GAS PIPELINE IS BUILT


QUESTIONS & ANSWERS

Natural gas and the transmission system are viable and sustainable partners for the successful implementation of the Energiewende and for the transition to renewable energy sources. In accordance with sections 1 and 11 of the German Energy Act (EnWG), terranets bw is obliged to operate a secure, reliable and efficient natural gas transmission system and, due to the continually increasing demand for natural gas shipping capacity in Baden-Württemberg, to develop the network in line with this demand. The nationwide coordination of the development requirements is set out in the Network Development Plan Gas (NDP Gas). This plan defines all measures needed for optimising, strengthening and developing the transmission system in line with demand as well as for guaranteeing security of supply. These measures will be needed in the next ten years to ensure secure and reliable network operation. The actions identified in the NDP Gas have been checked and confirmed by the Federal Network Agency and their implementation is legally binding according to section 15a of the Energy Act (EnWG).

For Baden-Württemberg, the Network Development Plan Gas foresees connecting the Ludwigburg/ Enzkreis region to the “Schwabenleitung“. The new pipeline should start in the area of Wiernsheim and continue via Vaihingen, Bietigheim-Bissingen to south of Löchgau.

According to the Network Development Plan terranets bw is obliged to connect the Ludwigsburg/ Enzkreis region to the pipeline “Schwabenleitung”. To find the best route, terranets bw adheres to various route planning principles. The criteria for route planning are coordinated with the authorising authority (RC) and, if necessary, weighed up against each other to find the optimum solution.

terranets bw has been informing communities and towns affected by the new pipeline about the first route planning considerations since June 2016 and has recorded suggestions and ideas. Participation formats and participants within the scope of the early public consultation are agreed upon between terranets bw and the communities and relevant authority (RC). (v. Guidlines for the new planning culture of the State Government of BW).

To achieve a broad consensus with all stakeholders, the approval process comprises a two-level approval procedure:

  • In the Spatial Planning Procedure (ROV) according to sections 18 ff LPlG, section 1 (14) of ROV, the relevant authority (RC) along with representatives of the communities affected and representatives of public interests evaluate the fundamental compatibility of the project under the aspect of spatial planning. For this purpose, various route proposals are considered without site-specific planning.
  • The results of the ROV become part of the Planning Approval Procedure (PFV) according to sections 43 ff of the German Energy Act (EnWG). The final route is determined by the relevant authority (RC) during the Planning Approval Procedure.
  • Both procedures take place with public consultation.

The responsible approving authorities for the Planning Approval Procedure are the regional councils of Karlsruhe and Stuttgart.

Spatial Planning Procedure (ROV) according to sections 18, 19 of the LPlG

For spatially significant planning with trans-regional importance, the spatial compatibility is assessed in the Spatial Planning Procedure (ROV), i.e. whether and under what conditions the “Neckarenztalleitung” is in line with the aims and principles of regional policies and planning. For this purpose, terranets bw developed alternative routes, weighed up regional particularities worthy of protection against each other and submitted various route proposals to the Spatial Planning Authority. Subsequently, the application documents were publicly displayed in the municipalities for one month. After hearing the affected municipalities and public agencies, the responsible authority, the Regional Council of Stuttgart assessed the basic spatial compatibility of the project. The results of the Spatial Planning Procedure and the assessment relating to spatial planning are then incorporated into Planning Approval Procedure.

Planning Approval Procedure (PFV) according to sections 43 ff of the Energy Act (EnWG), sections 72ff of the VwVfG

Planfeststellungsverfahren

Taking into consideration the results of the Spatial Planning Procedure (ROV), terranets bw refined the route planning, conducted an environmental impact assessment and submitted an application for planning approval with the responsible authority.

Within the Planning Approval Procedure, all planning documents are publicly displayed in the communities and made available online for one month. Public agencies and associations, whose statutory duties are affected by the authorisation decision, are consulted. The RCs then weigh up all public and private interests affected by the planning. With the planning approval decision, the respectively responsible planning authority approves the route on a property-specific basis.

The relevant approval authorities are the Regional Council of Karlsruhe and the Regional Council of Stuttgart.

In order to use land/property for the construction of routes, pipeline rights in the form of licence agreements must be concluded with all landowners and farmers affected. A limited personal easement to be granted by the landowners secures this licence agreement in the land registry and the landowners receive a one-off payment. The amount of this payment depends, among other things, on the surface-area of the protective strip along the pipeline and its calculation is based on fixed compensation rates. terranets bw is also liable for any possible loss of income suffered by farmers or for any damages caused by works related to the laying of the pipeline.

The owner and contractor terranets bw guarantees the safety. The integrity and safety of the construction works are checked by independent technical experts (normally TÜV). The commissioning of skilled construction experts is performed according to a stringent prequalification. Safety and risk coordinators guarantee adherence to compliant working conditions on the construction site to prevent accidents.

Operation and maintenance works are carried out by skilled employees of terranets bw. The 2,000 km long transmission system and the associated technical systems belonging to terranets bw are monitored and controlled by the control centre, which is manned 24/7. The use of remotely controlled valves means that individual sections can be taken out of service immediately. In addition to regular maintenance and immediate implementation of necessary maintenance and repair works in accordance with technical regulations, the pipelines are regularly checked by flying over them, driving along them, walking along them and inspecting them.

Construction of the pipeline “Neckarenztalleitung” is planned to be completed by the end of 2021. The construction phase and commissioning of the “Neckarenztalleitung” is scheduled to take approximately one and a half years. For the individual sections along the continuously ongoing construction site, in particular on private land and property, the construction time is planned to last about three months. Renaturalisation of the areas affected is scheduled to be completed in the year 2022.

To minimise the environmental impact, terranets bw takes numerous precautions throughout the construction process to support nature conservation. This begins with the environmental impact assessment. Based on a detailed inventory and evaluation of nature and landscape and in cooperation with authorities and associations, effects on plants, animals, ground, water, climate/air, landscape and people as well as on culture and other material assets are checked and assessed. Based on the results of the assessment, measures are developed to avoid or reduce impairments and compensation measures are specified. These measures are then incorporated as ancillary provisions in the planning approval decision. On completion of the construction of the Heilbronn connecting pipeline, the environment will be restored (renaturalisation measures). Unavoidable, lasting impacts will be compensated with appropriate measures (compensation measures). Should damages arise, despite all precautionary measures, compensation and replacements for damages will be carried out.

Due to the construction of the pipeline, use of agricultural land will be temporarily needed for the working strip. The areas on both sides of the working strip can continue to be used during the construction phase. As far as possible, terranets bw minimises the impact on harvest times and, if necessary, provides compensation according to fixed rates. Following the land use by terranets bw, the ground is recultivated so that there are no significant restrictions on agricultural use.
