Pipeline: "Süddeutsche Erdgasleitung"

Terranets bw must develop its gas transmission system in order to ensure a secure supply of energy also when demand for natural gas increases. For this reason, terranets bw is planning the construction of the approx. 250 km long “Süddeutsche Erdgasleitung - SEL“ from Lampertheim in Hessen via Heidelberg, Heilbronn, Ludwigsburg, Esslingen, Göppingen, Heidenheim to Bissingen in Bavaria.

By taking over the planning of the pipeline “SEL” from OGE (Open Grid Europe), terranets bw has created the foundation for efficient and eco-friendly network development.

Construction of the pipeline “SEL” will be completed in sections, depending on and in line with the specific demand situation in the next 10 years. The pipeline section from Heilbronn to Löchgau should therefore be finished by 2024, the sections from Heidelberg to Heilbronn and from Löchgau to Esslingen a. N. by 2026 at the latest. Connections to the hydraulically upstream transmission systems in Lampertheim in Hessen and in Bissingen in Bavaria are planned to be implemented by 2032.

IMPLEMENTATION IN SECTIONS

Construction of SEL will be implemented in sections, depending on the specific development of demand in the next 10 years. Here you will find the current status of each section.

The approximately 24 km long pipeline section from Heilbronn via Leingarten, Nordheim, Lauffen a.N., Brackenheim, Kirchheim a.N., Bönnigheim and Erligheim to Löchgau is planned to be completed by 2024.

Public-law approval has been effective since 2013 with the planning approval decision of the Regional Council of Stuttgart. The route, already defined specifically property-by-property, will be further pursued by terranets bw.

In the summer of 2020, route and pipeline rights will be acquired, and private law agreements will be made with landowners and farmers. From autumn 2020, extensive surveys will take place: land surveys, property inspections and mapping of protected animals and plants. It is also planned to carry out archaeological excavations from 2022. Construction will begin in 2023 and all pipe should be laid by the end of 2024 to allow the pipeline to be used for gas transmission in the winter of 2024/ 2025.

The approximately 60 km long pipeline section from Heidelberg via Leimen, Wiesloch and Bad Rappenau to Heilbronn is planned to be completed by 2026.

A Planning Approval Procedure for the route from Heidelberg to Hüffenhardt in the administrative district of Karlsruhe is being carried out. In preparation for this procedure, terranets bw is planning an early public participation in 2021. Public-law approval for the route from Siegelsbach to Heilbronn in the administrative district of Stuttgart was already obtained with the planning approval decision of the Regional Council of Stuttgart. The route, defined specifically property-by-property, will be further pursued.

A Planning Approval Procedure in the administrative district of Karlsruhe is being carried out for the route from Mannheim to Heidelberg. In preparation for this procedure, terranets bw is planning an early public participation in 2021

HOW A GAS PIPELINE IS BUILT


QUESTIONS & ANSWERS

Capacity demand for the terranets bw transmission system continues to grow. The distribution network operators and industrial customers connected to the terranets bw grid report a capacity demand for 2030 that is 30 % higher than the demand today. For the Energiewende to be successful and to guarantee a secure supply of energy despite the phase-out of coal, a reliable gas supply is needed. Gas-fired power stations that are required for system stability in the electricity grid, for example, can be supplied.

Since the reported demand exceeds the current, maximum shipping capacity of the terranets bw grid, the planned network development measure is necessary to continue to be able to guarantee a secure supply.

Construction of SEL will be implemented in sections, depending on the specific development of demand in the next 10 years. The pipeline section from Heilbronn to Löchgau is to be completed by 2024, the pipeline sections from Heidelberg to Heilbronn and from Löchgau to Esslingen a. N. by 2026 at the latest. Connections to the upstream transmission systems in Lampertheim in Hessen and in Bissingen in Bavaria are expected to be completed by 2032.

 

In order to use land/property for the construction of routes, pipeline rights in the form of licence agreements must be concluded with all landowners and farmers affected. A limited personal easement to be granted by the landowners secures this licence agreement in the land registry and the landowners receive a one-off payment. The amount of this payment depends, among other things, on the surface-area of the protective strip along the pipeline and its calculation is based on fixed compensation rates. terranets bw is also liable for any possible loss of income suffered by farmers or for any damages caused by works related to the laying of the pipeline.

The owner and contractor terranets bw guarantee the safety. The integrity and safety of the construction works are checked by independent technical experts (normally TÜV). The commissioning of skilled construction experts is performed according to a stringent prequalification. Safety and risk coordinators guarantee adherence to compliant working conditions on the construction site to prevent accidents. 

Operation and maintenance works are carried out by skilled employees of terranets bw. The 2,000 km long transmission system and the associated technical systems belonging to terranets bw are monitored and controlled by the control centre, which is manned 24/7. The use of remotely controlled valves means that individual sections can be taken out of service immediately. In addition to regular maintenance and immediate implementation of necessary maintenance and repair works in accordance with technical regulations, the pipelines are regularly checked by flying over them, driving along them, walking along them and inspecting them.

The working strip, which is temporarily used during the construction phase, is 34 metres. The pipes have a diameter of 1.2 metres and are covered with at least 1 meter of soil, i.e. the trench is approx. 2.2 metres deep. After the pipes have been laid, the area used will be renaturalised so that agricultural use can be resumed without any restrictions.

Due to the construction of the pipeline, use of agricultural land will be temporarily needed for the working strip. The areas on both sides of the working strip can continue to be used during the construction phase. As far as possible, terranets bw minimises the impact on harvest times and, if necessary, provides compensation according to fixed rates. Following the land use by terranets bw, the ground is recultivated so that there are no significant restrictions on agricultural use.
